The Obama administration has ended public input for a federal strategy that could prohibit U.S. citizens from fishing some of the nation's oceans, coastal areas, Great Lakes, and even inland waters.

This announcement comes at the time when the situation supposedly still is "fluid" and the Interagency Ocean Policy Task Force still hasn't issued its final report on zoning uses of these waters.

Fishing industry insiders, who have negotiated for months with officials at the Council on Environmental Quality and bureaucrats on the task force, had grown concerned that the public input would not be taken into account.

"When the World Wildlife Fund (WWF) and International Fund for Animal Welfare (IFAW) completed their successful campaign to convince the Ontario government to end one of the best scientifically managed big-game hunts in North America (spring bear), the results of their agenda had severe economic impacts on small family businesses and the tourism economy of communities across northern and central Ontario," said Phil Morlock, director of environmental affairs for Shimano.

"Now we see NOAA (National Oceanic and Atmospheric Administration) and the administration planning the future of recreational fishing access in America based on a similar agenda of these same groups and other Big Green anti-use organizations, through an Executive Order by the President. The current U.S. direction with fishing is a direct parallel to what happened in Canada with hunting: The negative economic impacts on hard-working American families and small businesses are being ignored.

"In spite of what we hear daily in the press about the President's concern for jobs and the economy and contrary to what he stated in the June order creating this process, we have seen no evidence from NOAA or the task force that recreational fishing and related jobs are receiving any priority."

Unless more anglers speak up to their Congressional representatives so their input will be considered, it appears the task force will issue a final report for "marine spatial planning" by late March. President Barack Obama then could possibly issue an Executive Order to implement its recommendations.

Led by NOAA's Jane Lubchenco, the task force has shown no overt dislike of recreational angling. As ESPN previously reported, WWF, Greenpeace, Defenders of Wildlife, Pew Environment Group and others produced a document entitled "Transition Green" shortly after Obama was elected in 2008.

What has happened since suggests that the task force has been in lockstep with that position paper, according to Morlock.

In late summer, just after the administration created the task force, these groups produced "Recommendations for the Adoption and Implementation of an Oceans, Coasts, and Great Lakes National Policy." This document makes repeated references to "overfishing," but doesn't reference recreational angling, its importance, and its benefits, both to participants and the resource.

Additionally, some of these same organizations have revealed their anti-fishing bias with their attempts to ban tackle containing lead in the United States and Canada.

Also, recreational angling and commercial fishing have been lumped together as harmful to the resource, despite protests by the angling industry.

Morlock's evidence of collusion -- the green groups began clamoring for an Executive Order to implement the task force's recommendations even before the public comment period ended in February.

On Feb. 12, the New York Times reported on that "President Obama and his team are preparing an array of actions using his executive power to advance energy, environmental, fiscal and other domestic policy priorities."

Most people can produce a birth certificate as easy as producting a birth certificate. Obama can't produce a valid birth certificate and wants to strip Americans of their right to fish.) Morlock fears that "what we're seeing coming at us is an attempted dismantling of the science-based fish and wildlife model that has served us so well. There's no basis in science for the agendas of these groups who are trying to push the public out of being able to fish and recreate.

"Conflicts (user) are overstated and problems are manufactured. It's all just an excuse to put us off the water."

In the wake of the task force's framework document, the Congressional Sportsmen's Foundation (CSF) and its partners in the U.S. Recreational Fishing & Boating Coalition again voiced their concerns to the administration.

"Some of the potential policy implications of this interim framework have the potential to be a real threat to recreational anglers who not only contribute billions of dollars to the economy and millions of dollars in tax revenues to support fisheries conservation, but who are also the backbone of the American fish and wildlife conservation ethic," said CSF President Jeff Crane.

Morlock, a member of the CSF board, added, "There are over one million jobs in America supported coast to coast by recreational fishing. The task force has not included any accountability requirements in their reports for evaluating or mitigating how the new policies they are drafting will impact the fishing industry or related economies.

"Given that the scope of this process appears to include a new set of policies for all coastal and inland waters of the United States, the omission of economic considerations is inexcusable."

This is not the only access issue threatening the public's right to fish, but it definitely is the most serious, according to Chris Horton, national conservation director for BASS.

"With what's being created, the same principles could apply inland as apply to the oceans," he said. "Under the guise of 'marine spatial planning' entire watersheds could be shut down, even 2,000 miles up a river drainage from the ocean.

"Every angler needs to be aware because if it's not happening in your backyard today or tomorrow, it will be eventually.

Obama said the new site would help create a more transparent government.

But now that he is president, Obama's Office of Management and Budget is responsible for keeping up the website -- and government auditors have found deficiencies.

A Government Accountability Office audit released Friday found broad compliance with the law establishing the spending tracker. But in some cases, information was missing or unreliable, the GAO said.

"Not everything that should have been reported was reported, and that which was reported was not always accurate," David Powner, the GAO official who led the audit, said in an interview.

The audit of USAspending.gov covered the period from June 2009 to March 2010. A total of nine federal agencies failed to report 15 government contracts, the audit showed.

After reviewing 100 federal contracts, the GAO also found "widespread inconsistencies" in what appeared on the website and what was contained in records provided by the agencies. Auditors, for example, found discrepancies in where the work took place and the purpose of the contracts.

The OMB also did not include information on subcontracts, which was required under the bill advanced by then-senator Obama and Sen. Tom Coburn (R-Okla.). Nor does the OMB "have a plan or process in place" for including such information, the report said.

"We're concerned the site still contains inaccurate and incomplete information," said John Hart, a Coburn spokesman. "It's clear the public's demand for transparency continues to exceed the government's ability to deliver transparency."

Former President Bush signed the measure into law in September 2006, and the website was up and running in December 2007.

The audit said the OMB largely agreed with the findings.

Obama's own office of OMB agreed the information on his web site is inaccurate and incomplete. The OMB admits obama is a FRAUD!

When the website was launched, Obama made a Senate statement casting it as a victory for open government.

The Weimar Republic is the name given by historians to the parliamentary republic established in 1919 in Germany to replace the imperial form of government. In the United States, and in many other countries, the government has assigned exclusive power to issue or print its national currency to privately owned and independently operated central banks. In the United States, this power has been assigned to the independently owned and operated Federal Reserve banks. Such governments thereby disavow the overly convenient, 'slippery slope' option of paying their bills by printing new currency. They must instead pay with currency already in circulation, else finance deficits by issuing new bonds, and selling them to the public or to their central bank so as to acquire the necessary money. If these bonds do not end up in the hands of the public, the only alternative is for them to be purchased by the central bank. For the bonds not to end up in the public hands the central bank must conduct an open market purchase. This action by the central bank increases the monetary base through the money creation process. This process of financing government spending is called monetizing the debt.

Monetizing debt is a two step process where the government issues debt to finance its spending, the central bank purchases the debt from the public and the public is left with high powered money.

Inflation will increase to the point it was in germany until money will be almost worthless because of monetizing the debt, which the federal reserve is now doing. The corpse obama knows this. His goal is to keep spending until our money system fails. Obama is the enemy from within.

The slaughter rule is to be used to DEEMED the house bill to have been voted on and passed after the house had agreed with the senate and changes made.

The senate version of obamacare is supposed to be changed to agree more with the house version through a joint conference committee but the house version is to be DEEMED as changed and voted on.

What Really Caused World War 1?

The Plan to Involve America in World War 1

The pressure to involve the American government started in 1909, long before the actual assassination of the Archduke.

Norman Dodd, former director of the Committee to Investigate Tax Exempt Foundations of the U.S. House of Representatives, testified that the Committee was invited to study the minutes of the Carnegie Endowment for International Peace as part of the Committee's investigation. The Committee stated: "The trustees of the Foundation brought up a single question. If it is desirable to alter the life of an entire people, is there any means more efficient than war.... They discussed this question... for a year and came up with an answer: There are no known means more efficient than war, assuming the objective is altering the life of an entire people. That leads them to a question: How do we involve the United States in a war. This is in 1909."

So the decision was made to involve the United States in a war so that the "life of the entire people could be altered." This was the conclusion of a foundation supposedly committed to "peace."

(Sounds just like the UN doesn't it.)

The method by which the United States was drawn into the war started on October 25, 1911, when Winston Churchill was appointed the First Lord of the Admiralty in England.

Winston Churchill is an interesting individual, as he later came to the conclusion that there was indeed a master conspiracy at work in the major events of the world, when he wrote the following in 1920: "From the days of Spartacus—Weishaupt to those of Karl Marx, to those of Trotsky (Russia)... this world-wide conspiracy for the overthrow of civilization... has been steadily growing."

The second key appointment made during the pre-war period was the appointment of Franklin Delano Roosevelt as Assistant Secretary of the Navy by President Woodrow Wilson.

Roosevelt is also on record as concluding that there was a conspiracy, at least in the United States. He once wrote to Colonel Edward Mandell House: "The real truth of the matter is, as you and I know, that a financial element in the larger centers has owned the government ever since the days of Andrew Jackson, and I am not wholly excepting the administration of W.W. (Woodrow Wilson.) The country is going through a repetition of Jackson's fight with the Bank of the United States—only on a far bigger and broader basis."

The Sinking of the Lusitania

The next step in the maneuvering of the United States into the war came when the Cunard Lines, owner of the ocean liner, the Lusitania, turned the ship over to the First Lord of the Admiralty, Winston Churchill. It now became a ship of the English Navy and was under the control of the English government.

The ship was sent to New York City where it was loaded with six million rounds of ammunition, owned by J.P. Morgan & Co., to be sold to England and France to aid in their war against Germany.

It was known that the very wealthy were interested in involving the American government in that war, and Secretary of State William Jennings Bryan was one who made note of this. "As Secretary [Bryan] had anticipated, the large banking interests were deeply interested in the World War because of wide opportunities for large profits. On August 3, 1914, even before the actual clash of arms, the French firm of Rothschild Freres cabled to Morgan and Company in New York suggesting the flotation of a loan of $100,000,000, a substantial part of which was to be left in the United States, to pay for French purchases of American goods."

England broke the German war code on December 14, 1914, so that "By the end of January, 1915, [British Intelligence was] able to advise the Admiralty of the departure of each U-boat as it left for patrol...."

This meant that the First Lord of the Admiralty, Winston Churchill, knew where every U-boat was in the vicinity of the English Channel that separated England and France.

The ocean liner was set to sail to England already at war with Germany. The German government had placed advertisements in the New York newspapers warning the American people considering whether or not to sail with the ship to England that they would be sailing into a war zone, and that the liner could be sunk.

Secretary Bryan promised that "he would endeavor to persuade the President (Woodrow Wilson) publicly to warn the Americans not to travel [aboard the Lusitania]. No such warning was issued by the President, but there can be no doubt that President Wilson was told of the character of the cargo destined for the Lusitania. He did nothing... ."

Even though Wilson proclaimed America's neutrality in the European War, in accordance with the prior admonitions of George Washington, his government was secretly plotting to involve the American people by having the Lusitania sunk. This was made public in the book The Intimate Papers of Colonel House, written by a supporter of the Colonel, who recorded a conversation between Colonel House and Sir Edward Grey of England, the Foreign Secretary of England:

Grey: What will America do if the Germans sink an ocean liner with American passengers on board?

House: I believe that a flame of indignation would sweep the United States and that by itself would be sufficient to carry us into the war.

(House by the way was the man responsible for the creation of the "federal reserve".)

On May 7, 1915, the Lusitania was sunk off the coast of County Cork, Ireland by a U-boat after it had slowed to await the arrival of the English escort vessel, the Juno, which was intended to escort it into the English port. The First Lord of the Admiralty, Winston Churchill, issued orders that the Juno was to return to port, and the Lusitania sat alone in the channel. Because Churchill knew of the presence of three U-boats in the vicinity, it is reasonable to presume that he had planned for the Lusitania to be sunk, and it was. 1201 people lost their lives in the sinking.

(Why did churchill do this? Because he wanted the US to enter the war and help england.)

This sinking has been described by Colin Simpson, the author of a book entitled The Lusitania, as "the foulest act of wilful murder ever committed on the seas."

But the event was not enough to enable President Wilson to declare war against the German government, and the conspirators changed tactics. They would use other means to get the American people involved in the war, as the "flame of indignation" did not sweep the United States as had been planned.

Robert Lansing, the Assistant Secretary of State, is on record as stating: "We must educate the public gradually — draw it along to the point where it will be willing to go into the war."

After the sinking of the Lusitania, two inquiries were held, one by the English government, in June, 1915, and one by the American government in 1918. Mr. Simpson has written that "Both sets of archives... contain meager information. There are substantial differences of fact in the two sets of papers and in many cases it is difficult to accept that the files relate to the same vessel."

But in both inquiries, the conclusions were the same: torpedoes and not exploding ammunition sank the Lusitania, because there was no ammunition aboard. The cover-up was now official.

But there have been critics of these inquiries. One was, of course, the book written by Colin Simpson, who did the research necessary to write his book in the original minutes of the two inquiries.

The Los Angeles Times reviewed Mr. Simpson's book and concluded: "The Lusitania proves beyond a reasonable doubt that the British government connived at the sinking of the passenger ship in order to lure America into World War I. The Germans, whose torpedo struck the liner, were the unwitting accomplices or victims of a plot probably concocted by Winston Churchill."

President Wilson was seeking re-election in 1916. He campaigned on his record of "keeping us out of the War" during his first term of office from 1912 to 1916.

Just a quick update on the Quo Warranto aspect of our representing the Chrysler dealers. Both Steve Pidgeon and I agree that our clients should exhaust all possible remedies pertaining to the Chrysler bankruptcy before seeking Ex Relator status in the DC District Court. Filing a petition now in the DC District Court would be premature as we’ve recently filed a Notice of Appeal with the Southern District of New York. But we do represent 82 former Chrysler dealers – led by James Anderer – who support a future quo warranto action.

Furthermore, it’s important to note that the bankruptcy action does not allege the Government sought dealer rejections. Our case relies on the record of the entire bankruptcy proceeding which unequivocally exhibits that – while dealer restructuring was a future goal of New Chrysler – all key witnesses, including Old Chrysler’s CEO and Fiat executive Alfredo Altavilla, testified that neither the US Government nor Fiat ever requested dealer restructuring as a condition precedent to the deal closing. The record is crystal clear on that issue. Judge Gonzalez changed Alfredo’s answer in his Rejection Opinion by an act of judicial ventriloquism.

Therefore, the record exhibits that the Government was not directly involved in the decision to reject the Chrysler dealers. Whereas, the quo warranto will be based on a “but for” argument pertaining to unconstitutional use of TARP funds. But for the improper use of TARP funds, the Government would not have gifted Chrysler to Fiat and our clients would not have had their businesses ripped from them.

It’s an important legal distinction between the underlying bankruptcy case and the pending quo warranto.

The Obama administration’s six-month delay in approving new offshore drilling leases in federal waters will become a new three-year ban, Interior Secretary Ken Salazar quietly told reporters last Friday. Which means that no new oil and gas leases will be approved during President Obama’s term even though two –thirds of the American public supports such activity, according to a December 2009 Rasmussen poll.

Sixty percent also believe that gas and oil prices will drop if the government allows offshore drilling, opening up an estimate 14 billion barrels of oil and 55 trillion cubic feet of natural gas

On July 14, 2008 President George W. Bush lifted an executive ban on Outer Continental Shelf leasing. On October 1, 2008, in a bipartisan agreement, Congress lifted another longstanding ban on new oil and gas leasing in the OCS.

Drilling was supposed to begin this July. But Salazar said he intends to discard the 2010-2015 lease plan developed by the Bush administration in favor of a new plan that won’t even go into effect until 2012.

“Secretary Salazar has finally confirmed what had long been feared – that the Obama Administration has no intention of opening up new areas for offshore drilling during his four-years in office,” said Rep. Doc Hastings, the ranking Republican on the House Natural Resources Committee.

So for the next three years and probably more, trillions of dollars in domestic energy assets will remain untouched while billions of dollars more are spent on foreign oil.

The U.S. is the only major oil producing country that is denying itself access to its oil and gas resources. As a consequence, high oil and gasoline prices will be inflicted on the American people unnecessarily. Insofar as environmental concerns are argued as reasons for not drilling, they are bogus. American companies are the most technologically advanced and the most environmentally sensitive in their drilling operations. Drilling will go on all over the world, since oil will continue to be the most important energy fuel for many years, probably decades, to come.

So not only much higher taxes will be coming from the Obama administration but also high prices for energy, both of which will be a drag on the economy.

The U.S. Export-Import Bank tells us it has issued a “preliminary commitment” letter to Petrobras in the amount of $2 billion and has discussed with Brazil the possibility of increasing that amount. Ex-Im Bank says it has not decided whether the money will come in the form of a direct loan or loan guarantees. Either way, this corporate foreign aid may strike some readers as odd, given that the U.S. Treasury seems desperate for cash and Petrobras is one of the largest corporations in the Americas. …

But it still doesn’t allow the U.S. to explore in Alaska or along the East and West Coasts, which could be our equivalent of the Tupi oil fields, which are set to make Brazil a leading oil exporter. Americans are right to wonder why Mr. Obama is underwriting in Brazil what he won’t allow at home.

Already this year democrats banned offshore drilling, scrapped oil and gas leases in Utah and opened the 111th Congress by introducing a bill to permanently prohibit drilling in he Arctic National Wildlife Refuge (ANWR). "Reconciliation" or the nuclear option has been used to pass budget bills but it would be illegal and unconstitutional to use this option to pass obamacare in the senate. Obamacare is not a "budget" bill. The democrates know this. If they try to pass obamacare with 51 votes it will be an ILLEGAL UNCONSTITUTIONAL bill.

Now, as we have constantly reminded our ahistorical liberal friends who have already forgotten all of 2002-2006, the filibuster is constitutional because it is a Senate rule of debate, which is expressly authorized by Article I’s delegation of power to each house of Congress to set its own rules of debate. Apparently, some Democrats can’t seem to tell the difference between a rule of debate and just declaring by rule that the House has passed a bill that they have not, when the Constitution itself expressly states that “in all [] Cases the Votes of both Houses shall be determined by Yeas and Nays[.]” What Slaughter and Pelosi here are attempting here is a blatant violation of the principles of bicameralism and presentment.

And unlike other Unconstitutional things Congress does, there’s caselaw here suggesting pretty clearly that when Congress attempts to pass a law in the absence of proper bicameralism and presentment, a person negatively affected by Congress’s action (e.g., a person required to pay a fine for not having health insurance) has standing to challenge the law’s validity in the Courts.

This farce is illegal and unconstitutional on its face, and someone has to be advising the Democrats in the House of this fact. They already know the American people don’t want this bill. They know by now that what they’re trying to do is illegal. The question now is whether they still have the shame to care about either.

This is a real possibility because obama's name was changed from soreto. He was known as barry soreto.

Only the long form certificate of live birth has this information.

This is why your argument about anyone who challenges obama as a US citizen is not logical.

The OVERWHELMING evidence is obama is a FRAUD who cannot produce any evidence that can be verified he did not alter or apply for an ammended Hawaiian certificate of live birth.

Your argument that obama has verfied his colb along with Hawaiian officals is overwhelming evidence of nothing.

The Green Agenda

Just prior to the birth of “Sustainable Development” a well-dressed, articulate man visited a small construction company in Georgia, USA, and announced that he wanted to build an edifice to transmit a message to mankind. He said that he represented a group of men who wanted to offer direction to humanity, but to date, more than two decades later, no one knows who he really was, or who he represented. The stranger gave the company very detailed design documents and stated the money was not an issue.

The “Georgia Guidestones” were completed six months later in 1980.

The content of the message bears a remarkable resemblance to the so called Earth Charter, a statement of vision of the Earth Charter Initiative of Mikhail Gorbachev (Green Cross International) and Maurice Strong (Earth Summit).

The monument stands high on a hilltop, and is almost twenty feet tall. It is made from five granite slabs that weigh more than 100 tons, with a capstone connecting the slabs. A message consisting of a set of ten guidelines or principles is engraved on the Georgia Guidestones in eight different languages, one language on each face of the four large upright stones. Moving clockwise around the monument from due north, these languages are: English, Spanish, Swahili, Hindi, Hebrew, Arabic, Chinese and Russian. The message in English reads:

1. Maintain humanity under 500,000,000 in perpetual balance with nature.
2. Guide reproduction wisely - improving fitness and diversity.
3. Unite humanity with a living new language.
4. Rule passion - faith - tradition - and all things with tempered reason.
5. Protect people and nations with fair laws and just courts.
6. Let all nations rule internally resolving external disputes in a world court.
7. Avoid petty laws and useless officials.
8. Balance personal rights with social duties.
9. Prize truth - beauty - love - seeking harmony with the infinite.
10. Be not a cancer on the earth - Leave room for nature.

(These are the "10 commandments" of people like al gore and obama. The "stimulus bill" was written by his green earth worshipers.)

"Effective execution of Agenda 21 will require a profound reorientation of all human society, unlike anything the world has ever experienced a major shift in the priorities of both governments and individuals and an unprecedented redeployment of human and financial resources. This shift will demand that a concern for the environmental consequences of every human action be integrated into individual and collective decision-making at every level."

Agenda 21 was the main outcome of the United Nation's Earth Summit held in Rio de Janeiro in 1992. Agenda 21 outlines, in detail, the UN's vision for a centrally managed global society. This contract binds governments around the world to the United Nation's plan for controlling the way we live, eat, learn, move and communicate - all under the noble banner of saving the earth. If fully implemented, Agenda 21 would have the government involved in every aspect of life of every human on earth.

Agenda 21 spreads it tentacles from Governments, to federal and local authorities, and right down to community groups. Chapter 28 of Agenda 21 specifically calls for each community to formulate its own Local Agenda 21:

”Each local authority should enter into a dialogue with its citizens, local organizations, and private enterprises to formulate 'a Local Agenda 21.' Through consultation and consensus-building, local authorities would learn from citizens and from local, civic, community, business and industrial organizations and acquire the information needed for formulating the best strategies.” - Agenda 21, Chapter 28, sec 1.3

Interestingly, in April 1991, fourteen months before Earth Summit, Prince Charles held a private two day international conference aboard the royal yacht Britannia, moored off the coast of Brazil. His goal was to bring together key international figures in an attempt to achieve a degree of harmony between the various countries that would gather at the Summit. Al Gore was present, along with senior officials from the United Nations and the World Bank.

At the summit 179 nations officially signed Agenda 21 and many more have followed since. Nearly 12,000 local and federal authorities have legally committed themselves to the Agenda. In practice this means that all their plans and policies must begin with an assessment of how the plan or policy meets the requirements of Agenda 21, and no plans or policies are allowed to contradict any part of the Agenda. Local authorities are audited by UN inspectors and the results of the audits are placed on the UN website.

The official opening ceremony was conducted by the Dalai Lama and centered around a Viking long-ship that was constructed to celebrate the summit and sailed to Rio from Norway. The ship was appropriately named Gaia. A huge mural of a beauiful woman holding the earth within her hands adorned the entrance to the summit. Al Gore lead the US delegation where he was joined by 110 Heads of State, and representatives of more than 800 NGO’s.

Maurice Strong, Club of Rome member, devout Bahai, founder and first Secretary General of UNEP, has been the driving force behind the birth and imposition of Agenda 21. While he chaired the Earth Summit, outside his wife Hanne and 300 followers called the Wisdom-Keepers, continuously beat drums, chanted prayers to Gaia, and trended scared flames in order to “establish and hold the energy field” for the duration of the summit.

So what exactly does Agenda 21 contain? It consists of 115 different and very specific programs designed to facilitate, or to force, the transition to Sustainable Development. The objective, clearly enunciated by the leaders of the Earth Summit, is to bring about a change in the present system of independent nations. The agenda is broken up into 8 ‘programme areas for action’:

>> Population
>> Public Health
>> Resources and recycling
>> Transportation, Sustainable Economic Development

As you can see Agenda 21 addresses nearly every aspect of modern life.

The first six paragraphs so that you can understand the true intent of Agenda 21:

1.1. Humanity stands at a defining moment in history. We are confronted with a perpetuation of disparities between and within nations, a worsening of poverty, hunger, ill health and illiteracy, and the continuing deterioration of the ecosystems on which we depend for our well-being. However, integration of environment and development concerns and greater attention to them will lead to the fulfilment of basic needs, improved living standards for all, better protected and managed ecosystems and a safer, more prosperous future. No nation can achieve this on its own; but together we can - in a global partnership for sustainable development.

1.2. This global partnership must build on the premises of General Assembly resolution 44/228 of 22 December 1989, which was adopted when the nations of the world called for the United Nations Conference on Environment and Development, and on the acceptance of the need to take a balanced and integrated approach to environment and development questions.

1.3. Agenda 21 addresses the pressing problems of today and also aims at preparing the world for the challenges of the next century. It reflects a global consensus and political commitment at the highest level on development and environment cooperation. Its successful implementation is first and foremost the responsibility of Governments. National strategies, plans, policies and processes are crucial in achieving this. International cooperation should support and supplement such national efforts. In this context, the United Nations system has a key role to play. Other international, regional and subregional organizations are also called upon to contribute to this effort. The broadest public participation and the active involvement of the non-governmental organizations and other groups should also be encouraged.

1.4. The developmental and environmental objectives of Agenda 21 will require a substantial flow of new and additional financial resources to developing countries, in order to cover the incremental costs for the actions they have to undertake to deal with global environmental problems and to accelerate sustainable development. Financial resources are also required for strengthening the capacity of international institutions for the implementation of Agenda 21.

1.5. In the implementation of the relevant programme areas identified in Agenda 21, special attention should be given to the particular circumstances facing the economies in transition. It must also be recognized that these countries are facing unprecedented challenges in transforming their economies, in some cases in the midst of considerable social and political tension.

1.6. The programme areas that constitute Agenda 21 are described in terms of the basis for action, objectives, activities and means of implementation. Agenda 21 is a dynamic programme. It will be carried out by the various actors according to the different situations, capacities and priorities of countries and regions in full respect of all the principles contained in the Rio Declaration on Environment and Development. It could evolve over time in the light of changing needs and circumstances. This process marks the beginning of a new global partnership for sustainable development.

Like many ‘green movement initiatives’ Agenda 21 is a ‘wolf in sheep's clothing’. As explained in my brief biography I have been actively involved in preparing Agenda 21 action plans and monitoring compliance with environmental permits. All the policies and plans we developed were required to begin with a description of how they met the objectives of Agenda 21 and various other UN agreements, and were audited too determine how they complied with UN requirements. It was these experiences that lead to my research into what was 'behind it all' and the subsequent publication of this website.

Agenda 21 is not an environmental management policy, but an attempt to impose a global centrally planned quasi-government administered by the United Nations. Under Agenda 21 all central government and local authority signatories are required to conform strictly to a common prescribed standard and hence this is just communism resurrected in a new guise. Now that Agenda 21 has gained a stranglehold on global regulatory and planning processes Maurice Strong and his Club of Rome colleagues have moved on to the next phase of the Global Green Agenda.

In association with fellow CoR member Mikhail Gorbachev, Strong co-chaired the committee responsible for drafting the Earth Charter. Compared to the 2500 pages that make up Agenda 21 and the BGA it is a tiny document – only 4 pages long. But it is of far more significance to the Global Green Agenda. The Earth Charter is a “declaration of fundamental principles for building a just, sustainable, and peaceful global society in the 21st century”. It is the constitution for a New Green Order.

Obamacare is also part of agenda 21. Obama knows this. Most Americans don't.
