Is Dr Fauchy talking about CDC guidelines, WHO guidlines or individual state and local guidelines?

Cuomo ‘Shocked’ 66% Infections Happening In Home: ‘Nonessential’ Workers, Retired, Not Taking Public Transit
Democratic Governor Andrew Cuomo of New York said Wednesday that he was shocked to find that 84% of novel coronavirus hospitalizations were occurring in people largely sheltering in place: 66% from “nonessential” or retired workers and 18% from nursing homes.
As noted by CNBC, Gov. Cuomo was referencing preliminary data from 100 New York hospitals involving about 1,000 patients.
“If you notice, 18% of the people came from nursing homes, less than 1% came from jail or prison, 2% came from the homeless population, 2% from other congregate facilities, but 66% of the people were at home, which is shocking to us,” the Democrat said during a televised COVID-19 briefing on Wednesday.
“This is a surprise: Overwhelmingly, the people were at home,” Cuomo continued.
“We thought maybe they were taking public transportation, and we’ve taken special precautions on public transportation, but actually no, because these people were literally at home.”

People who are more at risk for getting the COVID-19 are those who have immune systems that can't cope with the covid-19 virus.
These people vary greatly but most are people with underlying health conditions.
When entire families continue to adhere to self isolation guidelines their loved ones who are most vulnerable will continue to end up in hospitals.
The BIG LIE is self isolation will keep you from getting COVID-19.
Governor Cuomo, an idiot, was shocked to find out that self isolation does not work when entire familes self isolate!
The people who should take extra precautions are those who like in the past have immune systems and underlying conditions they can make them move vulnerable to getting COVID-19.
What does all this mean?
This means self isolation for familes is killing their loved ones because it spreads the COVID-19 and does not keep people from getting COVID-19.
It also means the federal government has killed the US economy by telling Americans to self isolate and stay home when this does not work for most people!

Dr Fauchy wants you to continue to belive this BIG LIE also.
New York is a prime example that self isolation does not work.
New York has more COVID-19 cases than most other states.
If self isolation did work there would not have been 66% of the people at home getting COVID-19 in New York.
This means the CDC and mass fake media are using the BIG LIE of self isolation will keep you safe lie to continue to destroy the US economy and also cause more people to get the COVID-19 that would have happened if people never self isolated when told to do so by the CDC and the government!
Just like their COVID-19 causes the body's immune system to turn on itself in a cytokine storm syndrome the federal govenment has turned on itself to destroy the economy.
Testing is a useless tool that can only indicate a person could have covid-19.

Because self isolation does NOT work and like in New York people still get the COVID-19 even if they self isolate, test every day for the virus, wear masks and stay 6 feet apart.

Self isolation is useless and actually helps spreadthe COVID-19 when entire families are isolated.
Testing for COVID-19 is a useless effort to mitigate the spread of covid-19.
What is useful is to yes wash your hands like your mother told you when you were a kid.
Wear a scarf of something over your mouth and nose to keep yourself from touching your own face with your hands.
A scarf will not help protect you from getting the covid-19 except from protecting you from putting your fingers on your face.
