Obama Signs Executive Order -Martial Law Comming

Executive Orders, Presidential Memorandums, Presidential Decision Directives and Proclamations can sometimes have tremendous policy impact on the nation, yet they do not require the approval of Congress. They do have the force of law. These legal tools are not mentioned in the Constitution, but have grown up based on the implied powers inherent in the grant of "executive power" to the President in Article 2, section 1.

Expansion of military involvement in domestic security could lead to “end of United States as a Republic”

An Obama executive order that creates a council of state governors who will work with the feds to expand military involvement in domestic security has stoked fears that the administration is stepping up preparations for martial law.

The order, which is entitled Establishment of the Council of Governors, creates a body of ten state governors directly appointed by Obama who will work with the federal government to help advance the “synchronization and integration of State and Federal military activities in the United States”.

The governors will liaise with officials from Northcom, Homeland Security, the National Guard as well as DoD officials from the Pentagon “in order to strengthen further the partnership between the Federal Government and State governments,” according to the executive order.

In October 2008, Northcom, a Unified Combatant Command of the United States military based out of Peterson AFB, Colorado Springs, was assigned the 3rd Infantry Division’s 1st Brigade Combat Team returning from Iraq. An alarming September 8 Army Times report which was later denied after it sparked controversy stated that the troops would be used by Northcom to deal with “civil unrest and crowd control” in the aftermath of a national emergency.

The Obama executive order states that governors will help advise the feds on National Guard, homeland defense, and civil support activities.

The fact that the order further blurs the lines between state and federal power, as well as greasing the skids for more military involvement in domestic affairs has stoked fears that Obama may be laying the groundwork for his promised “national civilian security force”.

Conservatives and libertarians responded to the announcement by expressing their suspicion that Obama is preparing to give governors their marching orders in targeting “anti-government” types that have long been characterized as a terrorist threat by the feds in numerous reports stretching back over a decade.

“There is a definite purpose to this,” wrote one commenter on the popular Free Republic website, “The initial steps toward a domestic “Civilian Security Force” in each state, as called for by the fascisti during the campaign. It will be coordinated at the state level, under the authority of DHS and DoD and assorted agencies. The provision will be made for it to be “federalized” in an emergency, as is the National Guard.”

“This is a concrete step toward eliminating the independent authority and dissolving the sovereignty of the several States. It lays the groundwork for the end of the United States as a Republic,” she adds.

Others warn that Obama could be preparing to cancel elections under the justification of a national emergency, a fear that was often expressed when Bush was in office but one that never materialized.

However, the executive order clearly represents another assault on Posse Comitatus, the 1878 law that bars the military from exercising domestic police powers, which was temporarily annulled by the 2006 John Warner National Defense Authorization Act before parts of it were later repealed.

By the authority vested in me as President by the Constitution and the laws of the United States of America,including section 1822 of the National Defense Authorization Act of 2008 (Public Law 110-181), and in order to strengthen further the partnership between the Federal Government and State governments to protect our Nation and its people and property,it is hereby ordered as follows:
Section 1. Council of Governors.
(a)
There is established a Council of Governors (Council).The Council shall consist of 10 State Governors appointed by the President (Members), of whom no more than five shall be of the same political party. The term of service for each Member appointed to serve on the Council shall be 2 years, but a Member may be reappointed for additional terms.
(b)
The President shall designate two Members, who shall not be members of the same political party, to serve as Co-Chairs of the Council.
Sec. 2. Functions. The Council shall meet at the call of the Secretary of Defense or the Co-Chairs of the Council toexchange views, information, or advice with the Secretary of Defense; the Secretary of Homeland Security; the Assistant to the President for Homeland Security and Counter terrorism; theAssistant to the President for Intergovernmental Affairs and Public Engagement; the Assistant Secretary of Defense for Homeland Defense and Americas' Security Affairs; the Commander,United States Northern Command; the Chief, National Guard Bureau; the Commandant of the Coast Guard; and other appropriate officials of the Department of Homeland Security and the Department of Defense, and appropriate officials of other executive departments or agencies as may be designated by the Secretary of Defense or the Secretary of Homeland Security.Such views, information, or advice shall concern:
(a)
matters involving the National Guard of the variousStates;
(b)
homeland defense;
(c)
civil support;
(d)
synchronization and integration of State and Federal military activities in the United States; and
(e)
other matters of mutual interest pertaining to National Guard, homeland defense, and civil support activities.
Sec. 3. Administration.
(a)
The Secretary of Defense shall designate an Executive Director to coordinate the work of the Council.
(b)
Members shall serve without compensation for theirwork on the Council. However, Members shall be allowed travel expenses, including per diem in lieu of subsistence, as authorized by law.
(c)
Upon the joint request of the Co-Chairs ofthe Council, the Secretary of Defense shall, to the extent permitted by law and subject to the availability of appropriations, provide the Council with administrative support,assignment or detail of personnel, and information as may benecessary for the performance of the Council's functions.
(d)
The Council may establish subcommittees of the Council. These subcommittees shall consist exclusively of Members of the Council and any designated employees of a Member with authority to act on the Member's behalf, as appropriate toaid the Council in carrying out its functions under this order.
(e)
The Council may establish a charter that is consistent with the terms of this order to refine further its purpose,scope, and objectives and to allocate duties, as appropriate,among members.
Sec. 4. Definitions. As used in this order:
(a)
the term "State" has the meaning provided inparagraph (15) of section 2 of the Homeland Security Act of 2002(6 U.S.C. 101(15)); and
(b)
the term "Governor" has the meaning provided inparagraph (5) of section 102 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (42 U.S.C. 5122(5)).
Sec. 5. General Provisions.
(a)
Nothing in this order shall be construed to impair or otherwise affect:
(1)
the authority granted by law to a department, agency, or the head thereof; or
(2)
functions of the Director of the Office of Management and Budget relating to budgetary,administrative, or legislative proposals.

With the signing of an under-publicized amendment to Executive Order 12425, Barack Obama has fundamentally altered your constitutional rights. His actions are undermining your rights to protect personal privacy from a foreign internationalist police agency named Interpol. A one-paragraph executive order may seem inconsequential to many, but this action has far-reaching implications and threatens the sovereignty of America.

Obama’s secretive executive order amended an order issued by President Reagan in 1983. Reagan’s order recognized Interpol as an international organization and gave it privileges and immunities commonly extended to foreign diplomats. Reagan opened the door to allow Interpol to operate in partnership with the U.S. but with significant constitutional safeguards. Specifically, Interpol’s property and assets remained subject to search and seizure by American law enforcement, and its archived records remained subject to public scrutiny under provisions of the Freedom of Information Act. Interpol had to answer to the FBI and U.S. courts under Reagan’s order. These safeguards were stripped away by Obama’s action the week before Christmas without debate or explanation. Obama picked the holiday season to make this radical change, to minimize media coverage.

This order marks a significant change in federal policy and usurps the constitutional power of our government by yielding it to an international organization. Michael van Der Galien writes, "This foreign law-enforcement organization can operate free of an important safeguard against government and abuse. Property and assets, including the organization’s records, cannot now be searched or seized. Their physical operational locations are now immune from U.S. legal and investigative authorities."

Obama has given an international organization unsupervised freedom to investigate Americans on our own soil without recourse or the supervision of our own government.

C-Span asks ‘most transparent administration in history’ to televise health care negotiations.

C-Span CEO Brian Lamb has directed a letter to Democrats asking the party to allow January negotiations on the health care reform bill to be televised. Read This news arrives just as we learn that congressional leaders Sen. Harry Reid and Rep. Nancy Pelosi plan to craft a final health care reform bill in secret.

It’s important to recall that then-candidate Obama promised in 2008 that all deliberations when he unveiled a health care reform bill would be open to the public. Here is what he said in a debate: “That’s what I will do in bringing all parties together, not negotiating behind closed doors, but bringing all parties together, and broadcasting those negotiations on C-SPAN so that the American people can see what the choices are, because part of what we have to do is enlist the American people in this process.”

Two years later, and this is what it has come to: C-Span is forced to beg the most transparent administration in history for permission to allow citizens to better understand landmark legislation that will affect a sixth of the economy. C-SPAN Challenges Congress to Open Health Care Talks to TV Coverage

The head of C-SPAN has implored Congress to open up the last leg of health care reform negotiations to the public, as top Democrats lay plans to hash out the final product among themselves.

C-SPAN CEO Brian Lamb wrote to leaders in the House and Senate Dec. 30 urging them to open "all important negotiations, including any conference committee meetings," to televised coverage on his network.

"The C-SPAN networks will commit the necessary resources to covering all of the sessions LIVE and in their entirety," he wrote.

In a Tuesday afternoon press conference on health legislation negotiations, House Speaker Nancy Pelosi appeared to object to the premise behind the request.

However, Republican leaders sided with C-SPAN's calls for transparency.

"As House Republican leader, I can confidently state that all House Republicans strongly endorse your proposal and stand ready to work with you to make it a reality," Minority Leader John Boehner wrote in response to the letter. "Hard-working families won't stand for having the future of their health care decided behind closed doors. These secret deliberations are a breeding ground for more of the kickbacks, shady deals and special-interest provisions that have become business as usual in Washington."

Democratic leaders could bypass the traditional conference committee process, in which lawmakers from both parties and chambers meet to reconcile differences between the House and Senate versions of a bill. Top Democrats in the House, Senate and White House were meeting Tuesday evening to figure out the final product in three-way talks before sending it back to both chambers for a final vote.

Asked about the request to Congress, White House Press Secretary Robert Gibbs said he hadn't seen the letter.

"I know the president is going to begin discussions today on health care to iron out differences between the House and Senate bills," he said.

Lamb urged Congress in his letter to fling open the doors in the final stretch of the negotiations.

His failure has continued to destroy the US economy. He changed their lives by helping to put them on the street.

Obama's hope is a false sense of security that has become a reality for many people on the street because of his economic policies.

Obama the failure breeds failure. Mass unemployment continues.

The disaster called obama said the buck stops with him.

He makes excuses for people going hungry and loosing jobs. He lies and says its getting better.

The increasing street population attests to obama's version of hope and change.

America elected the first "black" president. They also elected the first "black" president failure.

What America did not know is that to obama a failure is a success. This is because he acted to make the economy fail on purpose.

By doing this obama know people will look to him for government help or hope and change.

So every failure to obama is a success. Obama is our number one domestic enemy.

Obama said it appears, which is smoke and mirrors talk. The systemic failure was his administration and homeland "insecurity". The failure was Janet Napolitano his cabinet member.

The blame should be "passed" out. It should be given to obama for his failure to secure the US. Obama the systemic failure will not name names, organizations or agencies because they are HIS OWN!

Obama is the MISTAKE. It is not possible for obama to learn from himself.

As long as the SYSTEMIC FAILURE Barack Obama is President we will NEVER be safer. We are in PERIL because of the failure called obama.

Obama informs us of how some of these failures occurred. Obama has once again aided the terrorists as he did when the TSA recently published their own security manual on the net.

Focus On Obama

Filed means filed. Accepted means accepted. Obama's certification has not been accepted.

The obvious question must be asked: If Obama has an original "long form" birth certificate issued on the day of his birth by the state of Hawaii, why would he also have a "Certification of Live Birth"?

It would not be necessary.

Barack Obama was asked if he was eligible to become president under the Article II "natural born" eligibility clause. Obama masked the truth by posting a Hawaiian Certification of Live Birth (COLB).

Upon further investigation, the mask of the C.O.L.B. started to be more and more revealing of the original 1961 certificate, made much of by Hawaii’s Governor Lingle and the state’s Department of Health official, Dr. Fukino, as more probably a Dept. of Health document and not a hospital long form.

If Obama was trying to promote his Hawaiian native born status, he would have willingly posted a hospital certificate as solid, best evidence. A C.O.L.B. is labeled as only prima facie evidence; the validity of its information open to inspection by a proper Hawaiian court venue.

If the C.O.L.B. referenced document was not a hospital birth certificate, what was it? Under Hawaiian statute, specifically §338-5, it is compulsory for the Dept. of Health to register a newborn child of a Hawaiian resident, even if no documentation of place and time of birth is presented. Only the word of one parent is required by law.

If the hidden 1961 certificate is a §338-5 form, face down like a card in a poker game, the $1,400,000 Barack Obama ponied up to prevent its public release means Obama is not just bluffing, but covering up perjury and other violations of law.

In the end, a §338-5 compulsory registration will be more probative of the direct testimony evidence of Obama’s Kenyan birth, than of his claimed Hawaiian birth.

The American Recovery and Reinvestment Act of
2009 (ARRA) was signed into law on February 17,
and already its impact is being felt in state capitals
around the nation.Governors and state legislators are
incorporating expected stimulus funds into 2009–2010
budgets and a number of state public works projects
predicated on ARRA funding already have begun.
As states start spending these ARRA funds, the debate
about their likely economic impact has taken
on new life.

One question is whether federal stimulus funds are
heading to those states best positioned to put the
money to good use right away.That is, have the funds
been allocated in a way that maximizes their potential
impact on national economic growth? This
Economic Letter addresses this question by comparing
the degree of economic need in different states with
each state’s expected share of ARRA funds.

Such an analysis is important in evaluating the likelihood
that stimulus money will be spent effectively.While
it is too early to tell whether the overall stimulus
package will have its intended effects, this review
suggests that, by and large, the distribution of federal
stimulus funds is indeed tilted toward those states most
likely to spend the funds quickly and effectively.
The economics of state allocations
Of the $787 billion in ARRA, state governments will
receive as much as $300 billion.

The bulk of these state funds will be spread over four key programs:

• A $54 billion Fiscal Stabilization Fund meant primarily
to stave off cuts in state education spending
• A $90 billion Fiscal Relief Fund meant to shore up
financing for state Medicaid programs
• A $40 billion program to allow states to extend and
increase unemployment insurance (UI) benefits
• At least $70 billion to fund transportation projects
The money going to states is meant to reduce their
need to raise taxes or cut government spending to
meet their constitutional balanced-budget requirements.
According to ARRA proponents, such fiscal
austerity could intensify the contraction of the national
economy (see, e.g., Romer 2009).

The total impact of ARRA money going to states
will depend on how quickly and productively states
use the funds. How a given state spends its ARRA
allocation will depend importantly on two factors:
the restrictions tied to the use of the funds and the
state’s budget position. For unrestricted funds, states
facing more severe budget deficits will probably spend
the money quickly. States in stronger fiscal health,
however, potentially could receive more unrestricted
money than they need to fund planned obligations
and might save the excess by adding to their rainy
day funds or transferring it to residents in the form
of tax cuts.A good indicator then of how likely a
state is to spend unrestricted federal funds immediately
is its projected near-term budget deficit.

I look at the relationship between state ARRA allocations
and projected state budget gaps below.
For restricted funds, such as money earmarked for
specific transportation projects, a different question
is in order:Will these new public investments crowd
out potential private investment, as some have argued
(e.g., Becker and Murphy 2009), by drawing away
productive resources such as capital and labor? The
closer a state’s economy is to operating at capacity,
the greater the potential for such crowding out.Below
I also analyze whether ARRA’s transportation spending
is expected to go disproportionately to states with
the greatest idle productive capacity, which would
reduce the potential for crowding out.

How are stimulus funds allocated to states?
The way in which ARRA funds will be distributed
to states differs for each component of the stimulus
package. For the $40 billion UI component, the federal
government will almost fully reimburse each
state’s cost of expanding and extending unemployment
benefits. Hence, these funds will be allocated
roughly in proportion to state unemployment rates.

The other three ARRA state programs cited above
are allocated according to formulas specified in the
legislation, though each program also includes a small
portion to be allocated at the discretion of the executive
branch.The Fiscal Stabilization Fund, which
is meant to prevent cuts in state education spending,
uses the simplest of the three formulas.

Aside froma small portion set aside for incentive grants, program
funds will be allocated to each state according to a weighted average of its total population and its schoolage population.

The Fiscal Relief Fund piggybacks on the existing
formula for federal government assistance to state
Medicaid programs and has three parts.The first is
a simple scaling up of the existing federal share of
a state’s Medicaid costs. Second, a so-called “holdharmless”
component is meant to offset cuts in federal
support called for by the existing formula in
states where per capita income grew rapidly in the
last few years prior to the start of the recession.The
third part provides for an additional increase in a
state’s federal Medicaid share in proportion to the
rise in the state’s unemployment rate during the recession.
Taken together, the Fiscal Relief Fund’s three
components direct the most support to states that
have experienced the most rapid reversals in economic
fortunes,where strong pre-recession economic growth
was followed by rapidly rising unemployment and
expanding Medicaid rolls.
The Fiscal Stabilization and Fiscal Relief Funds are
partially restricted.They are meant to enable states
to maintain spending on Medicaid and education
above minimum thresholds laid out in the legislation.
However, once a state has met those minimum requirements,
stimulus funds from these two programs
allow the state to shift resources to other parts of
its budget. For practical purposes, these funds are
largely unrestricted.
Are needy states getting more of the money?
Earlier I suggested that a reasonable indicator of how
likely a state is to spend unrestricted ARRA funds
immediately is its projected budget deficit. So one test
of the legislation’s potential impact is whether states
with bigger projected budget gaps are likely to receive
disproportionate shares of the Fiscal Stabilization and
Fiscal Relief Funds, the primary sources of unrestricted
state money in ARRA.To answer this, I look at the
Center on Budget and Policy Priorities data on projected
state fiscal 2010 budget gaps, as well as the
Center’s estimates of state Fiscal Stabilization and
Fiscal Relief Fund allocations.The budget gap data
are based on state reports forecasting the difference
between revenue and spending, assuming no change
in current state laws.
Figure 1 shows a scatter plot depicting the relationship
between these projected budget gaps and the
expected allocations of Fiscal Stabilization and Fiscal
Relief Funds. Each point in the plot represents a
state, identified by its postal code. Its placement along
the horizontal axis indicates its per capita budget gap.
Its placement along the vertical axis represents the
per capita funds it is expected to receive.The size of
the circle for each state is proportional to its population.
Finally, the line running through the data
points depicts the relationship between the two series
as estimated by population-weighted ordinary
least squares regression, a statistical technique for
measuring correlation.
The figure clearly shows a strong positive correlation
between a state’s degree of fiscal strain and the amount
of federal stimulus funds it is expected to receive.A
separate analysis indicates that this positive relationship
largely reflects the allocation of Fiscal Relief
Funds, rather than Fiscal Stabilization Funds.This is

not surprising. Recall that the majority of the $54
billion Stabilization Fund is allocated to each state
based on a weighted average of its total population
and its school-age population.This means the per
capita allocation of the Fund will be in proportion
to the school-age share of a state’s total population.
Of course, there’s little reason to expect these youth
shares of the population to be correlated with projected
budget deficits, and in fact they are not.And
recall that the allocation of the $90 billion Fiscal
Relief Fund favors states that experienced rapid
economic growth leading up to the recession followed
by steep declines during the recession. Such
reversals of fortune also take a heavy toll on state
budgets, so it’s not surprising that the Fiscal Relief
funds are strongly correlated with these budget gaps.
I turn next to the issue of whether the impact of the
restricted funds ARRA distributes to states could be
hindered by crowding out of private-sector resources.
Specifically, I assess whether transportation funds,
the program’s largest source of restricted funds, will
be allocated disproportionately to those states most
likely to have idle capacity, especially unemployed
labor.The bulk of ARRA’s transportation funds is
expected to be allocated using the same formulas
that the Department of Transportation (DOT) uses
to distribute non-ARRA highway and other transportation
funds to states.These formulas are based
on factors such as a state’s total highway miles, and
needed repairs to roads and bridges previously identified
by DOT.They are not designed to account for
a state’s economic condition, and there is no reason
to expect a positive relationship between expected
per capita ARRA transportation funds and unemployment
rates. Data from the National Conference
of State Legislatures and the Bureau of Labor Statistics
confirm the absence of a positive correlation. In fact,
a slight negative correlation exists, since less densely
populated states tend to have more highway miles
per capita. In addition, low-population-density states
tend to be in better fiscal shape during this downturn,
thanks largely to booms in their natural resources
industries in recent years.
From the standpoint of maximizing the national
economic impact of the stimulus package, this distribution
of transportation spending clearly appears
less than optimal. However, all states have seen substantial
increases in their unemployment rates since
the start of the recession, so it’s hard to argue that
any state currently is at full employment and does
not have idle capacity that can be put to use on
major construction projects.
Conclusion
As far as maximizing its impact on national economic
growth,ARRA’s allocation across states clearly is not
perfect.The transportation funds are skewed toward
states with lower unemployment rates, albeit rates
above full employment levels.The Fiscal Stabilization
Fund is distributed to states based on the age composition
of each state’s population, which turns out,
not surprisingly, to be unrelated to state fiscal health.
The Fiscal Relief Fund, however, appears to be
well-targeted because it is geared toward those states
with the most serious fiscal strains.And the sheer
magnitude of the $90 billion fiscal relief program is
enough to ensure that ARRA fiscal aid funds will
in aggregate be allocated to those states most likely
to spend the money quickly.What’s more, aid provided
to states to fund additional unemployment
insurance benefits is directly aimed at getting money
into the hands of unemployed people, who are generally
considered to have high propensities to spend
rather than save.
So, while ARRA’s state allocations do not represent
the absolute optimal stimulus, they are on the whole
well directed.Overall, that means that the economic
impact of this support for state governments is more
likely to exceed than to fall short of forecasts.

On Today: James Cameron Reveals Liberal Propaganda in Avatar

Prompted by NBC's Meredith Vieira, on Monday's Today show, Avatar director James Cameron revealed the liberal undertones in his new blockbuster as he told the Today co-anchor the plot centers on how greed and imperialism "tends to destroy the environment..." and how the human characters in the sci-fi flick "are doing the same thing on another pristine planet that we've done on earth."

Avatar is Pure Propaganda

Big Hollywood's John Nolte reports, in his review of the film, "Avatar is a thinly disguised, heavy-handed and simplistic sci-fi fantasy/allegory critical of America from our founding straight through to the Iraq War," in which the human characters want to "strip mine" the alien planet for its resources.

Vieira first broached the politics of Avatar with Cameron by noting, "There's a message about, you know, greed and when people want a lot of things, imperialism. All of that," to which Cameron espoused, "And how that tends to destroy the environment and so on."

MEREDITH VIEIRA: You know, you have obviously directed some ground-breaking movies, in the past, we listed them, before. But this you say is your greatest challenge, ever. Why, what separates this film from all the others that you have done?

JAMES CAMERON: This is a particularly tough film, because of the time, you know? And there was a lot of animation of all of these creatures and characters and so on, and we had live action as well, plus we were shooting it in 3-D. So it was just kind of, all these layers of complexity. And the trick in that, of course, is to stay, is keep the heart of the movie alive while you're dealing with all of this technology.

VIEIRA: Yeah because ultimately, you say for all the talk about the technology, your say this is really, at its heart, a chick flick?

CAMERON: Oh yeah. All of my movies are chick flicks. I can't, I can't help it. Aliens was a chick flick. So was, so were the Terminator films, you know? And this film is no different because I love strong female characters. I love writing complex women. And even though this is Sam Worthington's character's story and we follow him, we have these amazing women in the story as well and there's a love story.

VIEIRA: Yeah there's a love story and also there's a message about, you know, greed and when people want a lot of things, imperialism. All of that.

CAMERON: And how that tends to destroy the environment and so on. And here they are doing the same thing on another pristine planet that we've done here on earth. So it's a way, sort of looking back at ourselves from this other world and seeing what we're doing here.
