This is the globalist bill designed to give away our land, oceans, adjacent land masses and Great Lakes to an international body, and makes us pay $900 million per year until 2040.

HR 3534 is a thinly disguised permanent roadblock to American energy which drives American companies out of the Gulf, delays future drilling, increases dependency on foreign oil, implements climate change legislation and youth education programs; but most important, it mandates membership in the Law of the Sea Treaty without the required two-thirds vote to ratify it in the U.S. Senate. The House passed the CLEAR Act (HR 3534) 209-193, July 30, 2010. This bill was originally introduced July 8, 2009, but was resurrected by the recent Deep Water Horizon oil spill crisis. According to www.govtrack.us, a debate may be taking place on a companion bill in the Senate, rather than on this particular bill. This bill was read for the second time Aug. 4, 2010, and placed on the Senate Legislative Calendar under General Orders, Calendar No. 510. Some have said this bill would be a long shot to be approved in the Senate or it will take a while to surface. Similar assessments were made about the health-care bill. Past precedent reflects how a 2,200+-page bill can be created, printed, members held hostage, and that same bill voted on within hours to facilitate holiday recess.

This bill assesses a Conservation Fee of $2 per barrel of oil and 20 cents per million BTUs of natural gas for all leases on Federal onshore and offshore lands (Section 802). This will jettison America’s energy prices for oil and gas through the roof!

Truth is, HR 3534 could have been stopped in the House and wasn’t. Why? Because 21 absent Republicans chose not to show up for this critical vote, while another REP just voted Present: U.S. Rep. Gary Miller (CA-42). This legislation was so egregious; more than a handful of Democrats voted “nay” which makes the Republicans’ absence in the House chamber for the vote even more questionable. Be reminded that 193 + 17 absent votes would have killed the bill.

The Consolidated Land, Energy, Aquatic Restoration Act of 2009 (aka: CLEAR Act, HR 3534) gives away ownership of America’s oceans to the United Nations, and sectors America into nine geographic areas. This bill possesses a cap and trade/climate change component as well.

America will be forced to become a member of the UN Law of the Sea Treaty (aka: LOST), circumventing the normal two-thirds U.S. Senate vote necessary for ratification of any treaty. This was accomplished surreptitiously via Section 106 of the bill, which specifies that Executive Orders, rules, regulations, directives or delegations of authority that precede the effective date of this act are applicable to the CLEAR Act.

It just so happens two important documents did precede the CLEAR Act. Documents that contain the deleterious intent and scope of the bill: Obama’s Stewardship of the Oceans, Our Coasts and the Great Lakes Executive Order, July 19, 2010, and the Interim Report of the Interagency Ocean Policy Task Force, July 10, 2009. The Interim Report states that the Interagency Ocean Policy Task Force includes adherence to the Law of the Sea Treaty (page 14). Its purpose is to establish a comprehensive set of rules governing the oceans. The Law of the Sea Treaty calls for technology transfers and wealth transfers from developed to undeveloped nations, and requires parties to the treaty to adopt regulations and laws to control pollution of the marine environment – all under the authority of the United Nations. Such provisions were among the reasons President Ronald Reagan rejected the treaty in 1982. As Edwin Meese, U.S. Attorney General under President Reagan explained recently, “…it was out of step with the concepts of economic liberty and free enterprise that Ronald Reagan was to inspire throughout the world.”

This Interim Report will provide a recommended framework for coastal and marine spatial planning and addresses conservation, economic activity, user conflicts and sustainable use – as well as social justice. Previously, there was no money for National Marine Fisheries Service to implement its mandates and to update its fisheries data collection system. But now with the “international flavor,” $900 million a year will be dedicated to a “global” approach to our land, oceans, coastal areas and Great Lakes. Read more 1

CLEAR Act (Consolidated Land, Energy and Aquatic Resources, HR3534)

This act creates the Regional Outer Continental Shelf Council which will coordinate siting and development of energy resources and prepare OCS strategies. What will these strategies entail? Further moratoriums? High costs for permitting?

It amends the Land and Water Conservation fund to make $900 million available to the fund for each fiscal year until 2040 without further appropriation. It allows grants to coastal states and Indian tribes, the Secretary of the Interior to update regional assessments, regional ocean partnerships and regional coordinating councils, ensuring government, nongovernment organizations and academic entities are considered (Section 605 (a) (3) (A) (B) and (C).

Pay attention to Section 106-e: References –relating to the Service in statutes Executive Orders, rules, regulations, directives, or delegations of authority that precede the effective date of this act are deemed to refer as appropriate to the Department, to its officers, employees, or agents, or to its corresponding organizational units or functions. Congress will no longer be needed to vote on those pesky little treaties; the UN will take care of everything.

The CLEAR Act repeals the Energy Policy Act of 2005 by removing royalty incentives for natural gas production from deep wells in shallow Gulf waters, removes royalty relief for deep-water production and directs the Secretary of the Interior to establish fees for leases with less than commercial quantities. So here is the Cap and Trade/ Climate part and job-killing component of the legislation. Don’t forget the Conservation Fees of $2 per barrel of oil and 20 cents per BTU of natural gas in Section 802 will be that much more we consumers must pay.

It prohibits the following authorities from developing a fishery management plan, which is the way we have been doing business: National Oceanic and Atmospheric Administration, Secretary of Commerce and Regional Fishery Management Councils. In other words, current management of our oceans within the United States will be superseded by the National Ocean Council, comprised of some of the most radical environmentalists in our Administration, co-chaired by Nancy Sutley, White House Council on Environmental Quality and Dr. John P. Holdren, White House Office of Science and Technology Policy.

The true intent of the CLEAR Act and its associated documents will change the way we do business with regard to our land, oceans, coastal areas and Great Lakes. All air space above the oceans, what operates in, through, on or is derived from underneath the water, will be subject to taxes as a world resource to the United Nations – Agenda 21. These areas will no longer be owned and managed solely by the United States, as they are newly defined as a global revenue, “social justice” source per the Law of the Sea Treaty.

All life in these waterways and all adjacent land masses will be directly affected by this legislation. Decisions will be guided by the Rio Declaration of 1992, requiring no scientific proof of threats or damage to justify corrective action, more regulations and fines.

Consensus is the objective, but the president will make the final decision if one can’t be reached. This is due to sheer numbers and because of the past “assists” bipolar senators such as Snowe, Collins, Lugar, Graham, McCain, Voinovich, Brownback, Castle and Scott Brown have provided.

Sen. Bill Nelson (D-FL) is a strong proponent of the Law of the Sea Treaty. Other Republican senators that support this legislation include: Alexander (R-TN) and Murkowski (R-AK). Previously supportive were former Sens. Allen (VA), Hagel (NE), and Chafee (RI). There is no way to determine whether their replacements have been influenced (pay to play?) for upcoming votes. But I have NEVER been more upset and demoralized by the following people: You, Beck, Coulter & Malkin…and I could go on with lots more names….but what you all have in common is this…..for ANYONE (of us 60% of Americans) who believes in the “eligibility” issue…..we are laughed at and called pinheads.

Normally, when I watch your show, Bill….I applaud your loyalty to the “truth” and your determination to have an intelligent discussion with your guests on important issues.

But when ANYONE at Fox is even approached with the question of Obama’s birth certificate issue…..you go running for the hills.

I am a VERY good friend of the wonderful conservative radio show host, Barry Farber, in New York ( call him & ask him who I am).For the last one and half years, Barry has invited me on HIS show as a guest more than a dozen times to have an INTELLIGENT discussion of the eligibility issue. Gordon I can speculate why. Several reasons come to mind especially the race bating, race card issue, ratings etc. I'm sure vast amounts of undercover pressure has been put on fox news and others. Just look at the instant firing of won williams, a Liberal, because he said he got nervous when he a muslim gets on a plane with him. Fox news along with other "news" outlets are politically correct gates of misinformation or ignored information.

The issue of obama's birth is a valid issue but fox news and others avoid and ignore the facts because of ratings and advertisers politically correct insistance of avoiding the issue and pressure from various sources not to address the issue of obama's citizenship.

This is why it is such a hot topic on blogs and other media outlets like talk radio. Conservative talk radio gets it right sometimes. The local talk show I listen to gets it right 50% of the time but they even avoid some of the real facts such as:

(1) obama was a dual citizen at birth therefore he is not a natural born citizen as the Constitution requires to be president.
(2) obama has committed FRAUD because he admitted in S res 511 110th Congress 4/30/2008 that a natural born citizen is a citizen at birth that has two parents that are American citizens.
(3) obama had a mother that was an American citizen at his birth and a father that was not but a Kenyan citizen at his birth making him a dual citizen at birth and NOT a natural born citizen as he himself declares Mccain is because BOTH his parents were American citizens at the time of his birth.
(4) obama has provided no validating documentation that his certification of live birth jpeg is proof he is a US citizen because of the fact Hawaii issues colb to people born outside of Hawaii, no hopital name, no doctors name and no valid signatures on his faked online colb that has at least two versions.

Does obama have one? This is the answer most people want to know.

His certificate of live birth lacks any information that be verified. Because of this no one in America can verify obama is not an illegal alien.

If you take the time to checkout the jpeg form obama has posted on the web it becomes clear it is not a valid certificate of live birth.

It is obvious it has been altered or forged. It does not contain a valid seal. It contains no registrar signature. It does not say accepted by registrar as a valid certificate would indicate. It only says filed by registrar.

IT HAS NEVER BEEN ACCEPTED BY THE REGISTRAR IN HAWAII.

Ask youself why?

It could be for several reasons. Number one is that when obama applied for an ammended birth certificate his facts were not valid and the Hawwian registrar would not accept the information.

Number two is there never was a long form certificate of birth in Hawaii and the jpeg posted on the web is a total fake.

Factcheck.org has posted a "birth certificate" that was different from the one they originally posted. The newer version contains a seal and registrars signature.

It is not valid also. It couldn't be. Its different than the obama web site fight the smears.

Fight the smears lacks the seal and registrar signature. Fact check .org, the bill ayers web site, has a different updated obama "birth certificate".

Every time Barack Obama or a family member tells of where Obama was born, they seem to have no idea as of December 2008.

They seemed to know what hospital quite a few times months ago when it was claimed that Obama’s mother gave birth to him at Queens Medical Center in Honolulu .

Obama and his mother were never there.

Hospital after Hospital – all Have No Record of Obama being born or Mom Ever being in Hawaii.

Obana's sister in an interview (Mary) and claimed that Obama was born at Kapiolani Medical Center for Women and Children.

Kapiolani has NO RECORD of Obama or mother ever being there.

The main two hospitals that existed in 1961, Kapiolani and Queens Medical Center, have no record of Obama or Mother Ann in either of them. This fact along with the fact obama's jpeg posted on the web doesn't have any information that be verified by anyone exposes the FRAUD of the FAKE certification of live birth obama wants you to belive is real.

If obama was an American citizen at birth he would be able to verify this information by providing to the American public documentation from the Hawaiian hospital or doctors name.

To date obama has only hidden any validation of his Hawaiian birth.

You can be born in Madagascar, Russia, Norway, Brazil or even Kenya like Obama and still have a "REAL" birth certificate that both Snopes and Factcheck would say was real since they are real. That doesn’t mean you were born in Hawaii.

Even if obama had a "real" birth certificate from Hawaii it could have been issued to him as a Foreign Born Resident as the Hawaii law states above.

This is even more of a reason to validate who obama is through documentation proving his certificate of live birth is valid.

There are literally dozens of anti-obama birth articles in the media that continue to claim that AKA Obama's birth announcement was in "two different newspapers". These two newspapers are printed by the same publisher and share the same stories and sources. The purpose of this “two newspaper” claim is to falsely imply that these newspapers are independent of each other, and therefore, unlikely to run the same birth announcement.

Birth announcements were called in or mailed in all the time. The Nordyke twins were announced, then later that announcement was replaced with the AKA Obama one. And the original owner of the “birth” residence died about 2 years, before the newly discovered birth announcement was touted by the Obama campaign after AKA Obama's Hawaiian 'birth” was challenged. There is also evidence of splicing in the microfilm. The most likely scenario is that the Nordyke twin’s birth announcement was spliced out and replaced by a post-dated AKA Obama announcement.

The fact that the home address in the fake AKA Obama announcement was never occupied by Ann Dunham and Barack Obama, and that the birth announcement just happened to appear right after the actual tenant of the home died, is real evidence the birth announcement was faked.
