He has always been a clueless buffoon.
Not only is he a bewildered, bumbling foolish person he is senile.
Joe Biden exhibits loss of cognitive ability every time he opens his mouth.
His senility enhances his clueless buffoonery behavior.

During the recent tag team "debate" joe biden had an ear piece in his ear and was told what to answer.

Joe Biden is a facade.
His false, superficial, artificial appearance is maintained through deception such as teleprompters, which he relies on totally, or he is wired with an ear piece and someone tells him what to say and do when he gets confused because of his senility and abnormal state of bewilderment.
Biden is NOT capable of knowing what to do, where he is, what he has done or what he will do.
This make him dangerous to himself and others.
Joe Biden is contolled by other people and only partially by himself.
You see the REAL clueless bafoon when he reads the teleprompter wrong or trys to be spontaneous and studders, makes incomplete sentences, statements etc that are NOT logical or coherent.
Teleprompters are used to help people make speeches and are a tool used all the time.
When the clueless baffoon joe biden does not read from the teleprompter and tries to ad-lib he displays his limited capacity to make a cogent sentence or statement.
Everytime joe biden makes a speech or opens his mouth he displays his limited ability to think on his feet or make a cogent statement.
Sometimes it is funny to see him make statements that are not appropriate or not relevent to what he thought he was talking about.
The fake news media constantly covers up for his actions as a clueless baffon on display.
If joe biden was not controlled by his handlers he would need to be monitored by someone 24 hours a day to make sure he didn't wander off somewhere and get lost.
Joe biden is different that someone in a nursing home that is senile and needs 24 hrs monitoring.
The only difference is he is on display as a candidate for President of the United States.
Because the clueless baffoon joe biden has been a politician for 45 years his mind has been trained to go to a podium like a dog has been trained to respond after training.
This is joe biden's real ability.
He has been "potty trained" by his 45 years as a clueless baffoon to speak on command or "bark" as required.
This is why he is able to appear as a often dumbfounded baffoon in front of a podium with "reporters" working for the fake media asking him questions he has already been given the answers to that avoid real issues or the truth.
