Executive Order 13524 – What Did Obama Do?

Ron

What you have are effectively American Law Enforcement agents – working within the US – with all associated local LE rights and privileges … but working for INTERPOL.

Mindful of both the legal (see: taxation) conflicts and the potential for abuse inherent in granting various ‘international immunities’ to a law enforcement agency existing and possessed of the freedom to operate within the US, President Reagan built into Executive Order 12425, the following limitations:

“…exemptions and immunities conferred by the International Organizations Immunities Act; except those provided by Section 2(c), the portions of Section 2(d) and Section 3 relating to customs duties and federal internal-revenue importation taxes, Section 4, Section 5, and Section 6 of that Act.”

This ensured that, while INTERPOL would be an officially-recognized International Organization, local INTERPOL agents & operations would not be granted Immunity from US law under those sections, to wit:

Section 2(c) – “Property and assets of international organizations, wherever located and by whomsoever held, shall be immune from search, unless such immunity be expressly waived, and from confiscation. The archives of international organizations shall be inviolable.”

The portions of Section 2(d) relating to customs duties and federal internal-revenue importation taxes – “Insofar as concerns customs duties and internal-revenue taxes imposed upon or by reason of importation, and the procedures in connection therewith… the privileges, exemptions, and immunities to which international organizations shall be entitled shall be those accorded under similar circumstances to foreign governments.”

And Section 3 relating to customs duties and federal internal-revenue importation taxes – “…the baggage and effects of alien officers and employees of international organizations, or of aliens designated by foreign governments to serve as their representatives in or to such organizations, or of the families, suites, and servants of such officers, employees, or representatives shall be admitted (when imported in connection with the arrival of the owner) free of customs duties and free of internal revenue taxes imposed upon or by reason of importation.”

Sections 4&5 – These address the minutia of exemptions/amendments to the US Tax code for the purpose of exempting non-US-citizens, working for a recognized foreign organization, from taxation or Social Security payments on gross income, either from US investments or job/wages.

…and Section 6 – “International organizations shall be exempt from all property taxes imposed by, or under the authority of, any Act of Congress, including such Acts as are applicable solely to the District of Columbia or the Territories.”

‘Those are the immunities/exemptions that Reagan chose NOT to extend to INTERPOL.’

- Immunity from search and confiscation
- Immunity/exemption from customs/importation taxes
- Immunity from income taxes

In 1995 President Bill Clinton issued Executive Order 12971, which amended President Reagan’s 12425, to the extent that :

”…conferred by the International Organizations Immunities Act; except those provided by Section 2(c), the portions of Section 2(d) and Section 3 relating to customs duties and federal internal-revenue importation taxes, Section 4, Section 5, and Section 6 of that Act.”

- Became –

”…conferred by the International Organizations Immunities Act; except those provided by Section 2(c), Section 3, Section 4, Section 5, and Section 6 of that Act.”

- which granted recognized International Organization INTERPOL exemption from customs-duties and importation taxes under the IOIA.

And there it sat for the next 15 years – until December 16th, 2009 – when President Barack Obama drew up Executive Order 13524 , which states:


“it is hereby ordered that Executive Order 12425 of June 16, 1983, as amended, is further amended by deleting from the first sentence the words ‘‘except those provided by Section 2(c), Section 3, Section 4, Section 5, and Section 6 of that Act’’ and the semicolon that immediately precedes them.”

Keeping in mind that INTERPOL is the ONLY law enforcement agency recognized under the IOIA, let’s restate that sentence, the way Barack Obama intended in his Executive Order:

‘Property and assets of INTERPOL, wherever located and by whomsoever held, shall be immune from search, unless INTERPOL decides otherwise, and from confiscation. The archives of INTERPOL shall be inviolable.’

Consider what exists now:

An International Law Enforcement Agency…

That uses US Law Enforcement Officers and their US police powers…

That is beholden ONLY to their own multi-national General Assembly and Executive Committee (on which the US has no representation)…

And regularly acts on behalf of the International Criminal Court (with which Presidents Clinton and Bush have both declined to participate)

…and the records, files, evidence, etc., etc of that Law Enforcement Agency….

- Are now completely beyond the reach of US Law – search, seizure, subpoena, Freedom of Information Act – NONE of it now applies to the operational records of INTERPOL operating in the US.

Which (as ever) leads us to the question of ‘Why?’

Why would Barack Obama suddenly decide to use an otherwise obscure, 26-year-old Order to place an international law enforcement agency above-and-beyond US Law?

The answer is plain to anyone listening – consider:

- Barack Obama’s first year in Office - a great deal of it spent travelling the world, apologizing for America’s tendency to be …American.

- Barack Obama’s stated support for CIFTA – a proposed treaty that would erode the sovereignty of US Law.

- Barack Obama’s desire to subject the US to the rule of “international law” under the ICC - which would give that body the authority to try Americans in instances where the US court system has declined to do so.

Barack Obama has, time and time again, demonstrated his desire to see American sovereignty capitulate to some utopian vision of a ‘world-government’ – to move the US from the position of Exceptional World Leader to a go-along-to-get-along, one-among-many ‘World Citizen’ – to bend America’s knee in apology for what he sees as our ‘sins’ and ‘crimes’ – has even entertained the notion of putting the prior administration on trial to ingratiate himself to world leaders who have long held America in contempt for her actions, while being simultaneously unwilling to commit to any actions themselves.

Obama's intentions to subject the US to ‘international authority’ are clear – he has spoken them over and over.

How better to move toward his goal, than to start by place the enforcement-arm of that ‘international authority’ beyond the reach and accounting of US Law – and then offer up America to the body that directs them?

Executive Order Amended to Immunize INTERPOL In America - Is The ICC Next?

A coup is the sudden unconstitutional deposition of a government.

Interpol is the one world foreign police force. You could call it Obama's private police force now. When Obama signed Executive Order 12425 on 12/17/09, he also signed away all of your Constitutional rights. Interpol has been elevated above all domestic law. Their property and assets cannot be seized (ours can), they are immune from search and seizure (we aren't) and their rights are "inviolable", (ours aren't). Does this sound like a man that should be in the highest office in the land? Interpol can spy or wiretap or theoretically arrest and detain American citizens and we have zero legal recourse, sound familiar? (Hitler's Gestapo) Remember Obama giving Big- Pharma getting full immunity from prosecution for damages arising from the poisonous swine flu vaccine?

Interpol is now literally above the law. If obama gives the word and he wants to arrest you, if he wants to search you, if he wants to take something from you Interpol is that "national security force" he was talking about and they are one phone call away and you are powerless to protest.

Do you recall him saying during the campaign that:

"We cannot continue to rely on the military in order to achieve the national security objectives that we've set. We have got to have a civilian national security force (read Gestapo) that is just as powerful, just as strong, just as well funded"

"Property and assets of international organizations, wherever located and by whomsoever held, shall be immune from search, unless such immunity be expressly waived, and from confiscation. The archives of international organizations shall be inviolable."

What does this mean? It means that we have an international police force authorized to act within the United States that is no longer subject to 4th Amendment Search and Seizure. The "property and assets of [INTERPOL], wherever located and by whomsoever held, shall be immune from search, unless such immunity be expressly waived, and from confiscation."

INTERPOL, an international criminal police organization, is now poised to reside above the United States Constitution - in a place of sanctity beyond our FBI, CIA, DIA, and all other criminal investigatory domestic organizations.

President Obama has just placed our Constitutional rights under international law.

Obama is a traitor. He has sold America out.

Our own DOJ has "INTERPOL" officers. By doing this, Obama has taken a section of our own Department of Justice and placed it beyond Freedom of Information and Search & Seizure.

Is this a prelude to an international governing body with dominion over the US? The implications are incredibly broad.

It's truly frightening.

Why would we elevate an international police force above American law? Why would we immunize an international police force from the limitations that constrain the FBI and other American law-enforcement agencies? Why is it suddenly necessary to have, within the Justice Department, a repository for stashing government files which, therefore, will be beyond the ability of Congress, American law-enforcement, the media, and the American people to scrutinize?

(Because obama wants to use interpol like his own gestapo.)

The question has now become what we as citizens of this nation will do if/when Interpol tries to or does arrest a citizen ie. a former politician or soldier for War Crimes. Will we sit passively by and whine about it or will we stand up and retake control of our nation by whatever means we need to use.

If there is one thing this president has proven expertise in it has to be the ability to hide what he does not want seen.

Almost a full year into his Presidency and basic questions raised in the campaign still await answers

*Columbia School records
*Harvard School records
to name but a few.

For some strange reason the obvious of Obama hiding certain things in his past, and what that means, are simply off-limits to the media in general. I’m hoping his approval ratings will drop low enough that the fear of discussion of Obama’s past will become less than it has been up to now.

We are getting closer to a nation being openly run by despots. We need to be reading up on our history. Study the writings of the framers of the constitution and the Federalist Papers for guidance into the mindset that produced our system of governement and law. You can learn the outs we the people can take when it gets out of hand. As it has already done. May God continue to protect and to bless us.

This traitorous administration is allowing foreign controlled secret police to operate with impunity against anyone with our boarders for any reason! They obviously will target guns, as well as anyone who exercises “true” free speech, and many other “American” values that don’t set well with the foreign dictators and “globalists”!

CONCLUSIONS

In light of what we know and can observe, it is our logical conclusion that President Obama’s Executive Order amending President Ronald Reagans’ 1983 EO 12425 and placing INTERPOL above the United States Constitution and beyond the legal reach of our own top law enforcement is a precursor to more damaging moves.

This is all a part of subjecting Americans and our men and women in our military to the International Criminal Court.

Obama is NOT working for the American people. He is working AGAINST us and FOR his WORLD government view of the planet.

This man is poison to us all.

It probably will not seem like there has been a coup for some time. It will come in steps, as the new powers are slowly exercised more and more aggressively.

INTERPOL with complete Diplomatic Imuinity… Think hard on this people!!
They are hiring AMERICANS-Working in OUR Justice System…This is Dirty Harry times 10! These people have the RIGHT to totally disreguard OUR Constitution,Obama has plans… And they do not have the American Peoples best interest at heart.

The American people want to know why you have done this obama. We want to hear your explanation.

A detailed verbal explanation is due the American public from the President of the United States detailing why an international law enforcement arm assisting a court we are not a signatory to has been elevated above our Constitution upon our soil.

The pre-requisite conditions regarding the Iraq withdrawal and the Guantanamo Bay terrorist detention facility closure will continue their course. meanwhile, the next move from President Obama is likely an attempt to dissolve the agreements made between President Bush and other states preventing them from turning over American military forces to the ICC (via INTERPOL) for war crimes or any other prosecutions.

When the paths on the road map converge - Iraq withdrawal, Guantánamo closure, perceived American image improved internationally, and an empowered INTERPOL in the United States - it is probable that President Barack Obama will once again make America a signatory to the International Criminal Court. It will be a move that surrenders American sovereignty to an international body whose INTERPOL enforcement arm has already been elevated above the Constitution and American domestic law enforcement.

For an added and disturbing wrinkle, INTERPOL's central operations office in the United States is within our own Justice Department offices. They are American law enforcement officers working under the aegis of INTERPOL within our own Justice Department. That they now operate with full diplomatic immunity and with "inviolable archives" from within our own buildings should send red flags soaring into the clouds.

This is the disturbing context for President Obama's quiet release of an amended Executive Order 12425. American sovereignty hangs in the balance if these actions are not prevented through public outcry and political pressure. Some Americans are paying attention, as can be seen from some of the earliest recognitions of this troubling development here, here and here. But the discussion must extend well beyond the Internet and social media.

Ultimately, a detailed verbal explanation is due the American public from the President of the United States detailing why an international law enforcement arm assisting a court we are not a signatory to has been elevated above our Constitution upon our soil.

Here’s an entity–residing in the Department of Justice–to which files, executive branch information, in short, any information that the President does not want Congress or the press to see–where “inconvenient” info can be dumped that’s beyond the power of most to bring to the light of day.


In reality, we have just handed over our sovereignty. Interpol headquarters in the US is currently headquartered in the Department of Justice. A ‘separate’ Interpol agency has been created in the DOJ – let that sink in for a moment. Interpol has been granted diplomatic immunity now by Obama – they have exemption from being subject to search and seizure by law enforcement, US taxes and immunity from FOIA requests, etc. This action could also be used to divulge American military secrets and a whole host of horrific practices having to do with going after our military. It’s the road to internationalism on steroids.


With the signing of an under-publicized amendment to Executive Order 12425, Barack Obama has fundamentally altered your constitutional rights. His actions are undermining your rights to protect personal privacy from a foreign internationalist police agency named Interpol.

The U.S. Constitution clearly states that it is the supreme law of our land and allowing the ICC to supersede the U.S. Constitution violates America’s sovereignty. Second, the War on Terror is unpopular with Europeans and the ICC may attempt to prosecute heroic American soldiers with trumped up war crimes. Obama is putting brave American men and women at grave risk.
